Police have now arrested both suspects wanted in connection with the death of their 2-year-old granddaughter last year.
Kimberly Artis, 39, turned herself in about 1:30 a.m. Sunday, city spokeswoman Debbie George said.
Steven Bullock, 51, had been arrested at a residence in Portsmouth about 4 a.m. Saturday, based on a tip.
According to a Suffolk press release, police and rescue personnel on July 17, 2011, were called to a residence in the 1100 block of Truman Road in reference to a child not breathing. They found 2-year-old Destiny Riddick unresponsive and transported her to Sentara Obici Hospital, where she was pronounced dead shortly after her arrival.

The drug allegedly was kept in a candy dish in the home, the news release said.
Both suspects are charged with felony murder/homicide, felony abuse or neglect of a child, possession of a Schedule III drug, and conspiracy to possess a Schedule III drug. Bullock also is charged with second offense possession of marijuana.
