A gunshot victim is recovering at Sentara Norfolk General from wounds sustained during a Sunday evening argument with another Memorial Day partygoer.

The victim, 19-year old Charles Douglas Hyman Jr. is listed in stable condition at Sentara. Meanwhile, the man charged with the shooting, Tommy Elvis Armstrong Sr., is free on bail. Armstrong is also charged with discharging a firearm in public, malicious wounding, use of a firearm in the commission of a felony, and reckless handling of a firearm.

Armstrong wasn’t even at the party where police said &uot;a large number of people&uot; were gathered when the trouble began.

The shooting took place around 6:40 p.m., in the 300 block of York Street.

According to Suffolk Police Information Coordinator Mike Simpkins, the victim became involved in a verbal confrontation with Armstrong’s son, Tommy Elvis Armstrong Jr., and another juvenile, name withheld due to age.

Armstrong Jr. and the juvenile left the party, however, they returned a few minutes later with Armstrong’s dad in tow.

Simpkins said the elder Armstrong approached Hyman and there was a verbal disagreement between the two.

After a few moments, the confrontation calmed down, Simpkins said. Armstrong then allegedly produced a handgun, caliber unknown, firing it once at Hyman’s chest.

Armstrong was arrested and brought before a magistrate who set bail at $7,500, and he was released after it was paid later Sunday night.
