A convicted rapist wanted on four counts of felony child neglect turned himself into police Saturday.

Warrants were issued for Shi Devasquez, 32, of the 200 block of Cedar Street after police found his four children, ranging in age from 8 months to 4 years, home alone on Friday night, said Lt. Debbie George, spokeswoman for the Suffolk Police Department. He was released on $5,000 bond.

Devasquez was convicted of rape and forcible sodomy in September 1992,

according to the Virginia State Police’s sex offender registry.

Police were called to Devasquez’s home around 11:15 p.m. Friday after neighbors spotted two of the children running across the street, narrowly missing being struck by a car, George said.

Police found the children- ages 4 and 3 respectively-had been left unsupervised with their 18- and 8-month-old siblings, she said.

The children’s mother was at work and had left the children in the care of Devasquez, who left them alone for three or four hours, George said. Police issued a warrant for Devasquez’s arrest when he could not be located immediately after the incident.

Police also contacted Child Protective Services.

The investigation also showed that Devasquez failed to register as a sex offender, George said.

He is scheduled to be arraigned in court on Friday. He could face up to five years in prison and a fine of $2,500 if convicted.
