Council OKs tattoo parlor

Suffolk City Council gave a proposed tattoo parlor little discussion Wednesday night before voting 8-0 to approve its conditional use permit.

Jason Fulford, the applicant for Tattoo Skills, LLC, was the only speaker at the public hearing during the meeting. The proposed business will be located at 1008 Portsmouth Blvd., in the Suburban Plaza Shopping Center, near the Food Lion store.

Planning Director Scott Mills, in a presentation before the public hearing, said the business fits in with the city’s comprehensive plan. The parlor’s planned hours of operation are from noon to 10 p.m. Monday through Friday, 9 a.m. to 10 p.m. Saturday, and noon to 6 p.m. on Sunday, by appointment only.

Last month, the Planning Commission approved the parlor by a vote of 11-1, with one commissioner abstaining.

Fulford said last month that the parlor will adhere to restrictions in place with the health department and government. Tattoo artists and body piercing artists are required to be licensed by the state, which requires training in CPR, blood-borne pathogens and other relevant subjects.

According to city code, tattoo parlors must follow a number of stringent policies, including rules governing record-keeping, cleaning and sterilization procedures, shop layout, signs in windows, storage facilities, restrooms and other aspects of the business.

The brief City Council discussion of Fulford’s conditional use permit request following the public hearing consisted of a comment by Councilman Rob Barclay. Barclay mentioned that a recent court decision says that localities cannot prevent tattoo parlors from establishing a business in their boundaries, saying that it violates their freedom of expression.

The conditional use permit request was quickly passed unanimously.
