Four-hour standoff ends peacefully

A 34-year-old Suffolk man is in custody after a four-hour standoff on Monday.

The incident began just before 12:30 a.m., when emergency dispatch workers received a 911 hang-up call from a residence in the 300 block of Cedar Street. Officers arrived at the scene and saw through the window a male assault a female inside the home, Debbie George, city spokeswoman, said.

Officers were unable to get inside, and were unable to get either occupant to come to the door, George said. The man ran to the back of the house.

Because police believed there could be at least one firearm in the house, as well as having responded to the house for numerous domestic disputes, the Critical Incident Response Team was called out. A hostage negotiator used a phone thrown into the residence to establish contact with both the suspect and the victim. The victim came out a short time later, followed by the suspect about 4:30 a.m. Nobody was injured, George said.

Arthur Gould is being held at Western Tidewater Regional Jail without bond, George said.
