Suffolk police have arrested a 23-year-old National Guardsman on a charge of obscene sexual display.

James Perrow Wheeler, 23, of Isle of Wight, was arrested Wednesday.

According to city spokeswoman Debbie George, a woman who was at the Suffolk Family YMCA on Godwin Boulevard about 4 p.m. Tuesday noticed a man sitting in a blue minivan in the parking lot. The man was fondling himself, the woman told police.

The woman took down the man’s license number and contacted police. They tracked the vehicle and the individual to the National Guard Armory, which is located next door to the YMCA.

A court date for Wheeler has not yet been set.
