Man faces 10 charges in cab incident

A Suffolk man is facing 10 charges after allegedly chasing down his children and their mother, who were riding in a cab, with his own vehicle.

Joseph Garvin, 24, of the 6200 block of Cambridge Drive, is charged with five counts of abduction, three counts of abuse or neglect of children, one count of disorderly conduct and one count of reckless driving.

Police say the victim, his children’s mother, tried to leave the Cambridge Drive residence with her four children in a taxi on Thursday. According to Suffolk spokeswoman Debbie George, Garvin got in his own vehicle and chased the cab to nearby Scottsfield Drive.

“He recklessly blocked the cab at least three times and threatened to kill his children’s mother,” George said.

A total of four children under the age of 4, as well as two adults, were in the cab during the incident, George said.

Garvin was transported to Western Tidewater Regional Jail Thursday.
