A Suffolk man was arrested Tuesday evening on suspicion of engaging with a girl under the age of 16.

An officer spotted a suspicious vehicle in the 1200 block of Kansas Street about 6:16 p.m. Tuesday, city spokeswoman Diana Klink said in an email.

The officer “observed two individuals engaged in a sexual act,” Klink wrote. The female was found to be a minor under 16, she said.

“Upon further investigation, illegal narcotics were also found,” she wrote.

Vincent Nathanial Smith, 41, was arrested and charged with solicitation of prostitution from a minor less than 16, contributing to the delinquency of a minor, indecent exposure, carnal knowledge of a minor and possession of cocaine with intent to distribute.

The investigation is ongoing, Klink said.
