Bon Secours buys more land

Bon Secours is buying additional land near its Harbour View campus.

The health system is under contract for two parcels totaling about 25 acres and part of the 64-acre Harbour View Station West, said Thomas Vincent, president of Halvorsen Development, representing HVS West LLC.

After another project partner, Robinson Development Group, submitted a site plan to the city for a 264-unit apartment complex, Bon Secours’ move is the next indication of what’s planned for the grassy area bounded by its current campus, Harbour Town Parkway and an off-ramp from I-664.

“As we continue to see growth in the Northern Suffolk corridor, we are preparing to best meet the growing community needs for health care,” Bon Secours spokeswoman Lynne Zultanky said via email when asked about plans for the parcels.

“In doing so, we are ensuring that we have additional room for expansion of our services on the Bon Secours campus. At this point, we don’t have any additional details to release.”

Together with the 13-acre apartments site and areas that will remain as open space, the Bon Secours acquisitions leaves only several smaller outparcels unaccounted for in Harbour View Station West, Vincent said.

“They will probably be light commercial, maybe restaurants, some very light retail – something along those lines,” he said.

“Between the residential, medical and open space, that takes care of almost three-quarters of the acres overall. It should fill in very nicely with some retail, restaurant-type uses. That’s kind of our goal.”

The new plans are different than those presented to a Harbour View Owners Association meeting in 2012. They included 120 hotel rooms and a combined 380,000 square feet of new retail and office space.

Looking further back, prior to 2008, the site had been slated for a larger-scale Harbour View Town Center, but the recession ended those plans.

Vincent said Florida-based Halvorsen’s role in the latest plan is “to coordinate all the rezoning efforts and the engineering plans for the infrastructure … to set the parcels up for future development.” The city has granted approval for that site infrastructure to go ahead.

According to the plans submitted to city planners, which they will review internally, the apartments will be named Belmont at Harbour View. Last year, Robinson announced plans for a similarly sized apartment complex of the same name in Chesterfield County.

The plans for North Suffolk show seven apartment buildings set around shared facilities, including a cabana and clubhouse.

Meanwhile, Bon Secours is also moving forward with its plan for Bon Secours Cancer Institute on 13 acres between its current 172,000-square foot Harbour View campus and the Meridian apartment complex.

“We are currently finalizing our design,” Zultanky wrote. “Our desire is to ensure that we develop a cancer institute that considers the best way to deliver cancer care in the future and ensure that we have options for expansion of this service.”

Groundbreaking is anticipated in summer 2015 with the new facility operational by fall 2016, according to Zultanky.
