EDA approves Obici association bylaws

The Economic Development Authority on Wednesday approved a number of easements and other measures for the Obici Place site.
The authority voted for a deed of easement, a deed of dedication, the owners’ association covenants and restrictions and bylaws and a Dominion Virginia Power right-of-way agreement.
Economic Development Director Kevin Hughes told the EDA the deed of easement is needed in case the property owners or the association is not properly caring for common areas, including a stormwater pond, public open space and select landscaping.
Were that scenario to arise, the city would “remedy the situation and charge them for the fix,” Hughes said.
The deed of dedication is for a new pump station on the parcel, Hughes told EDA members. The pump station across the street will be demolished after the new one is operational, he said.
The covenants, restrictions and bylaws of the property owners’ association state the association will be responsible for maintenance of common areas in the development, as well as landscaping, signs and other improvements on the common areas. All owners of lots are in the same class of members and receive one vote for each full acre of land owned.
There will be an architectural review board that reviews plans for everything from buildings to mailboxes before those structures can be erected.
The association is allowed to be dissolved at a meeting where a quorum is present by a two-thirds vote.
