Couple arrested on child abuse charges

A Suffolk couple that had custody of four children has been arrested and charged after police say they found drug paraphernalia, unsanitary conditions and one child tied up in the bathroom on Thursday.

James Ray Peck, 50, and April Marie Peck, 45, are charged with abduction and kidnapping, abuse and neglect of children and cruelty and injuries to children.

Police responded to the residence at 1210 Holland Road Thursday night in response to a request for a welfare check from a concerned citizen, according to the criminal complaint filed against both adults in Suffolk Juvenile and Domestic Relations Court.

The officers and detectives arrived at 9:09 p.m. and found James Peck in the backyard. They also went to the door and were granted consent by April Peck to do a welfare check on the children, the document stated.

A male child “was found on the toilet with his arm tied to his leg,” the document stated. The criminal complaint goes on to say that April Peck admitted to tying the child up and placing him in the bathtub, where she left him for about an hour. It also states James Peck admitted to seeing the child tied up when he got home from work between 8 and 8:30 p.m. and left him like that, checking on him occasionally.

“Mr. Peck and Mrs. Peck both admitted this is a method of punishment that is used for the child,” the document stated.

In addition, a city press release stated unsanitary conditions and drug paraphernalia were allegedly found in the home.

City spokeswoman Diana Klink said the children ranged in age from 3 to 12. She was not able to say how or why the Pecks had custody of the children.

The boy who was tied up in the bathroom was taken to Children’s Hospital of the King’s Daughters for medical observation, the press release stated. Child Protective Services responded and removed the children from the home. The investigation remains ongoing, and additional charges could be filed.
