Reginald Carter Jr., 81, of Carrollton, passed quietly on July 15, 2021, at Riverside Healthy Living Center in Smithfield. He will be laid to rest at 2 p.m. Aug. 13 at the Albert G. Horton Jr. Memorial Veterans Cemetery in Suffolk. In lieu of flowers, memorial donations may be made to the American Cancer Society, 4416 Expressway Drive, Virginia Beach, VA 23452.
