Mr. Clifton Luther Outlaw Jr., affectionately known as Cliff of Matoaca, departed this life suddenly on Friday, Nov. 25, 2022. He was born on July 8, 1961, to the late Deacon Clifton L. Outlaw Sr. and Deaconess Josephine B. Outlaw.

He was preceded in death by his maternal grandparents, Preston Bremberry and Annie Mae Brown; paternal grandparents, Sherman Luther Outlaw and Carrie Outlaw McDonald; his uncles, James Outlaw (Ruth), Lloyd Outlaw (Hattie) and Sherman Outlaw (Gloria); his nephews, Ausby N. Mitchell Jr. and Willie Studivant Jr. and his cousin, Carolyn Outlaw Griffin.

He graduated from John F. Kennedy High School in Suffolk in 1980. He was baptized at an early age at Metropolitan Baptist Church in Suffolk under the leadership of the late Dr. Melvin R. Boone. He later became a member of Good Shepherd Baptist Church of Petersburg under the leadership of Bishop Jeffery Reaves. He then moved his membership to Second Baptist Church-Chester under the leadership of Pastor Johnnie Fleming Jr., where he served as a member of the male choir. He was an avid Washington Redskins/Commanders fan. He loved playing baseball, frequently holding the position as an umpire. He was a member of Eureka Masonic Lodge #15 of Petersburg. Cliff was a family man and loved spending time with his loved ones, enjoying family outings and cooking on the grill for family cookouts.

He was the owner of Outlaw Detailing and Lawn Services and Outlaw Enterprise Clothing Store. He worked many jobs over the years, which includes VDOT for 10 years, SVTC, Walnut Hill Nursing Home, McGuire Medical Center, John Randolph Medical Center, Bland Funeral Home and Dodson Funeral Home. He was employed with Bon Secours St. Mary’s Hospital and McClenny and Watkins Funeral Home Service at the time of his passing.

He regretfully leaves to cherish his memory his mother, Deaconess Josephine B. Outlaw; his seven devoted children, Christina Grady (Deon), Tamika Outlaw (Michael), Clifton Jones (Dorisa), Shamera Batts (Deon), DeVonna Outlaw (Sherod), Clifton L. Outlaw II and Mariela Davis, whom he considered his daughter. He also leaves behind his nine beautiful grandchildren, Deon Jr., Jordan, Marcus, Dayeonna, Chrisette, Chandra, Jayden, Harmony and Taylor.

Cliff was the oldest son of 14 children born from the union of the late Deacon Clifton L. Outlaw and Deaconess Josephine B. Outlaw. He leaves behind 13 siblings, of which he loved dearly and shared a unique bond with them all. He leaves 10 sisters, Velma Outlaw (Edward), Sharine Outlaw (Raphael), Glenda Outlaw (Albert), Angelia Outlaw, Ealgo Jackson, Consintina Outlaw Scott (Kevin), Dawn Outlaw, Sandra White (Adarryll Sr.), Tammy Boone (Alvin) and Felicia Outlaw.

He leaves behind three of the remaining “5 Horsemen”, Chief Apostle Brian E. Outlaw Sr. (Sheranda), Terrence L. Outlaw (Zenobia) and Kalvin L. Outlaw Sr. (Shauntell). He also regretfully leaves behind a host of loving nephews and nieces, including devoted nephews, Victor Kendrick (Sharonicka) and Jerome Outlaw (Nichollee) and devoted nieces, Tiffany Scott, Shequita Kita Mitchell (Jermaine Sr.) and Jackia Outlaw. He was also survived by his devoted special friend, Taneka

Williams and Goddaughter, Brianna Dowe. Cliff was loved by a host of cousins, other relatives, co-workers, acquaintances and friends who were impacted by his life. He was truly surrounded by love and will be missed dearly in the days and years to come.

McClenny and Watkins Funeral Home of Richmond are entrusted with Funeral Services. Public viewing will be available from 4 to 7 p.m. Thursday, Dec. 8, at Metropolitan Baptist Church, 125 County St. He will then have a public viewing from 9 a.m. to 6 p.m. Friday, Dec. 9, in Joseph Johnson & Sons Funeral Home. Homegoing Services will be at noon Saturday, Dec. 10, at Second Baptist Church, 5100 W. Hundred Road, Chester. There will be no processional to the church, but there will be a recessional to the cemetery following the service.
