Deacon Phillip Russell Parker, 77, peacefully transitioned Wednesday, Jan. 25, 2023. He was born on Oct. 31, 1945, to the late Thomas Parker and Leno Collins Parker.

Phillip was married to his childhood sweetheart and the love of his life, Bishop Viola H. Parker and was the father of Pastor Terrell O. Wiggins (Alicia Williams-Wiggins). 

A native of Suffolk, Phillip graduated from Suffolk Public Schools. He retired from Norfolk Naval Shipyard after many years of dedicated service. Deacon Phillip was a devoted member of New Mt. Joy Food for Living Ministries Church, where he served on the Deacon Board.

A visitation takes place from 3 to 7 p.m. Friday, Feb. 3 at the funeral home. A celebration of life service takes place at noon Saturday, Feb. 4 at New Mt. Joy FFLM Church and he is being entombed at Carver Memorial Cemetery.
