UPDATE: A 4-year-old boy taken after a deadly Norfolk shooting was found safe in Virginia Beach. Tyli Scott, 27, is in custody. Police say charges are pending.
The Virginia State Police and the Virginia Missing Children Clearinghouse have issued an AMBER Alert on behalf of the Norfolk Police Department, for a child abduction that occurred on June 16 at 11:40 am.
The child is believed to be in extreme danger and was last seen at the 900 block of East Liberty Street.
The abducted child is Kai Foreman, age: 4, Black Male, Black hair, Brown eyes: , 3′ 6″ tall, 40 lbs. He was last seen wearing Red Crocs, Blue shorts, Grey True Religion T-shirt.
The child is believed to have been abducted by Tyli Nekah Scott, age: 27, race: Black, sex: male, hair: Black in small braids, eyes: brown, height 6′ 1″, weight: 173 LBS. Last seen wearing khakis, plaid shirt and ski mask.
They were last seen on foot.
