A 45-year-old Virginia Beach man has been arrested for indecent exposure following an incident along Bridge Road last week.

Francis Neal Totten was arrested Wednesday and charged with indecent exposure and reckless driving for the June 9 incident, according to Suffolk spokesperson Diana L. Klink.

Police said that a woman was driving west on Bridge Road, when a white 2002 BMW pulled up beside her and stayed there. When the victim looked over, she noticed that the driver was exposing and fondling himself.

The victim tried to slow down to allow the BMW to pass, but the man slowed down to keep pace with the woman, Klink said in a press release. When the victim made eye contact with the man, he sped past her, pulled in front of her and suddenly applied his brakes, causing her to run into the median.
