Larceny suspect surrenders

A suspect in a string of larcenies from vehicles turned himself in on Friday, and police continue to seek a 16-year-old also charged with the crimes.

Kempton D. Whitney, 20, of the 100 block of Butler Street in Portsmouth, surrendered on 17 warrants for charges ranging from grand larceny and petit larceny to entering a vehicle and contributing to the delinquency of a minor.

Also on Friday, Suffolk detectives obtained a court order that allows the release of the teen’s information and photo.

Police are seeking Shai L. Winfield, of the 6000 block of College Drive, on two counts of grand larceny, two counts of conspiracy to commit larceny, seven counts of entering a vehicle to commit a crime, three counts of petit larceny and three counts of attempted petit larceny.

According to city spokeswoman Debbie George, police received a call Tuesday morning informing them that two males had been observed entering vehicles in the Burbage Grant community. The suspects fled prior to police arrival.

A description of the suspect vehicle was broadcast, however, and police stopped the vehicle a short distance from the scene. Two males fled on foot during the stop. Items located in the suspect vehicle had been stolen from cars in the community.

According to George, neither suspect is charged in about 40 other similar incidents in nearby neighborhoods.
