The annual Scholarships for Military Children program was initiated in 2000 to award scholarships to graduating high school seniors or college-enrolled students. The program is open to children of members of the U.S. armed forces, including active duty, retirees, guard and reserves, as well as children of deceased military personnel.

Applicants were required to maintain a minimum 3.0 grade-point average, participate in voluntary school and community activities, demonstrate leadership qualities and write an essay on whose faces they would place on a 21st-century Mount Rushmore.

Manufacturers and businesses that do business with the military commissary system funded the scholarships. Feldt’s scholarship at Langley Air Force Base was funded by Reynolds Consumer Products.

The Fisher House Foundation administers the scholarship program through Scholarship Managers.
