WINDSOR — Deacon Joseph Liggins Sr., 87, fondly known as “Papa Joe,” of Windsor, transitioned from earth to heaven very peacefully in Consulate Health Care, Windsor, on Oct. 22, 2014, at 9:25 a.m.

He was surrounded by his family and friends that loved him so dearly.

A service celebrating Joseph’s life journey will be held Tuesday, Oct. 28, 2014, at 1 p.m. at Shiloh Baptist Church, 9000 Fire Tower Road, Windsor, where the Rev. James T.
