Big last-minute spending on elections

Candidates for City Council were collecting and spending money all the way until Election Day, and even afterward, in some cases.
The first three weeks of October were a big fundraising period for some candidates, including Donald Goldberg, who took nearly $7,000 in the first three weeks of October. He was the eventual victor over incumbent Charles Parr in the Suffolk Borough.
Goldberg was also the biggest spender in the first three weeks of October, dropping big money with a Norfolk marketing firm — more than $16,000 — for marketing materials.
The next heaviest spender was Jeffrey Gardy, who spent nearly $5,700 for campaign walkers, signs and marketing materials.
Parr and Gardy also got a little assistance from fellow councilman Lue Ward’s media company, Harambee Communications. The company is listed as an expense for both Parr and Gardy.
Ward’s seat was not up for election this year.
In the period from Oct. 23 to Nov. 27, Parr was the biggest spender. He spent more than $12,000 on consulting, creative mail design, poll workers, supplies, food and more.
The Tidewater Builders Association’s political action committee also poured more money into the coffers of Parr, Gardy and Vice Mayor Charles Brown, all of whom eventually lost. Having donated to each of them earlier in the campaign, it gave them all $1,000 extra in the final days of the race.
The reports below cover two periods. The first report was due Oct. 27 and covered the period of Oct. 1-22. The second was due Dec. 4 and included donations and spending from Oct. 23 to Nov. 27. All amounts are rounded to the nearest dollar.
