A 20-year-old accused of shooting at three people as they sat in a car in a parking lot was among 29 defendants indicted on 102 charges by a grand jury on Wednesday.

DeAndre Marquis Ricks, who was 19 at the time, is accused of firing at his ex-girlfriend and two other people as they sat in the parking lot of the Health and Human Services Building on the afternoon of Oct. 10.

In a statement to police, Ricks said the driver of the vehicle hit him while he was on his bicycle, according to documents filed in Suffolk Circuit Court. He reported the accident and then came upon the trio in their car at the building on Hall Avenue.

He at first denied firing a gun and said someone in the car was firing at him, instead. He maintained that story, even when told that the parking lot is under video surveillance.

But when confronted with the knowledge that a gun had been found during a search warrant in the house where he was staying, he claimed someone in the car started to pull out a gun, he reached in, the gun went off several times, and he then grabbed it and took off, according to the court documents.

Evidence at the scene showed gunshot damage on the outside of the car, according to the court documents.

Ricks’ arraignment is set for March 7. He is charged with three counts each of attempted malicious wounding, use of a firearm in commission of a felony and malicious shooting at an occupied vehicle.

In addition, a Windsor woman was indicted Wednesday on charges of child abuse and neglect and child cruelty.

According to a city press release from Sept. 22, several employees of the Children’s Hospital of the King’s Daughters office in the 1000 block of Hillpoint Boulevard reported witnessing Della Johanna Fosdick, 26, abusing her 2-year-old son at the pediatrician’s office.

A plea hearing for Fosdick is scheduled for April 11.
