Billy E. Simpkins, 69, died Jan. 11, 2017. A funeral service will be held Saturday, Jan. 14, 2017, at 11 a.m. at Parr Funeral Home & Crematory, 3515 Robs Drive, Suffolk, VA 23434 with Troy Babb and the Rev. Allen Lancaster officiating. Burial will follow at Holly Lawn Cemetery. The family is accepting visitors at the residence.
