Lt. Col. Cecil “Don” Richard Bowen, 89, passed away Feb. 14, 2021. A celebration of life will be held later this year. In lieu of flowers, donations can be made to Mended Little Hearts at mendedhearts.org or Conquering CHD at conqueringchd.org in honor of his great-granddaughter Felicity.
