Grand jury returns 76 indictments, including one for second degree murder

The Suffolk Circuit Court Grand Jury returned 76 indictments against 32 people, including Maleek Sailuan Meyers, who was arrested and charged in connection with the shooting death of a Windsor man at the Hoffler Apartments off East Washington Street.
The grand jury met Oct. 26 and indicted Meyers on charges of second degree murder, use firearm in the commission of a felony, shooting a firearm within 1,000 feet of a school, shooting/stabbing in commission of a felony and conspiring to commit murder. Police identified the victim as Rufus Lindell Artis, 31.
According to the criminal complaint filed in court and a city news release, a Suffolk Police officer responded to the Hoffler Apartments at 2210 E. Washington St. in reference to a shooting.
At the scene, multiple officers were directed to go to the rear of the 800 units, where they found Artis suffering from multiple gunshot wounds and “visibly deceased.”
Another officer saw a white vehicle without its lights on leaving quickly from the apartments. Officers found the vehicle after it crashed and the people in the car fled, and they determined that the car’s registration belonged to Meyers. They found firearms, narcotics, packaging material and magazines, according to a police department news release.
They found Meyers, who police said was injured in the incident, at Sentara Obici Hospital. He was later brought to Suffolk Police headquarters for questioning and advised of his legal rights.

Bryan Keith Brinkley — Possession of a schedule I drug
Dekita Dominique Bynum — Obtaining prescription by false pretenses
Lavin Lamont Chalk — Possession with intent to distribute schedule I/II drugs-third offense and manufacture/distribution of a schedule I drug
Christopher Coggsdale — Statutory burglary, grand larceny and larceny with intent to sell, grand larceny and larceny with intent to sell
Devin Ross Colander — Possession with intent to distribute marijuana, attempted malicious wounding and eluding/disregarding police
Edward Maxwell Curtis — Possession of gun on person with Schedule I drug and possession of a schedule I drug
Anthony Darrell Davis — Identity theft
Willie James Davis — Possession with intent to distribute a schedule I/I drug, non-violent felon in possession of a gun, display of a firearm in commission of a felony and use of a sawed-off gun
Kelsey Mary Edwards — Assault on a law enforcement officer
Thomas Matthew England — Grand larceny of an automobile and eluding/disregarding police
Jason Allen Ewers — Prisoner in possession of unlawful chemical, prisoner in possession of marijuana and prisoner delivering drugs (two counts)
Tramone Lavar Harrison — Forgery
Brian Keith Holland — Drive while suspended/revoked endangerment
William Lawrence Jones — Possession of a schedule I drug
Julius Lavon Joyner — Failure to appear-capias (five counts)
Keivate Detron Lankford — Possession of marijuana with intent to distribute
Robert Van Lawrence — Driving under the influence of drugs-first offense, reckless driving, failure to drive on the right side of the highway, refusal to take a blood/breathalyzer test and operating a vehicle with expired license.
