Frances Phelps Nicely, 83, died November 12, 2004. She was born March

8, 1921, in Gates County, N.C., and was the widow of Ray E. Nicely. She was a member of Magnolia United Methodist Church and the Methodist Women. Mrs. Nicely was retired from the Virginian Department of Social Services.

Survivors include her daughter, Sarah Nicely Williams and husband, Jonathan of Suffolk; nephew, Richard Phelps and wife Anna of Fairfax, Va.

Funeral services will be conducted Monday, November 15, 2004 at 7 p.m. at Magnolia United Methodist Church by the Rev. J. Michael Derflinger. A reception in the fellowship hall will follow the service. The family will receive friends Monday at the church from 6 to 7 p.m. Memorial donations may be made to the Pastor’s Discretionary We Care Fund of Magnolia United Methodist Church, 1764 Wilroy Road, Suffolk, Va. 23434.
