The lunch meeting, which was held at Pisces seafood restaurant downtown, included Smith, Brown, Downtown Development Coordinator Elizabeth McCoury, Steve Wright, an economic development official, and Assistant City Attorney Helivi Holland.

Neither McCoury nor Brown would provide specific details about Smith’s intentions.

Smith played with the Buffalo Bills and Washington Redskins in a 19-year career, and was part-owner in the now-defunct Norfolk Nighthawks arena football team.

Smith owns several restaurant franchises.
