Mr. and Mrs. Carlton Owens Sr. of Suffolk, are pleased to announce the engagement of their daughter, Crystal St. Claire to Mr. Paul R. Frankart Jr.

Mr. Frankart is the son of Mrs. Jean Frankart of Louisa County and the late Mr. Paul R. Frankart Sr. Ms. Owens, formerly of Suffolk, received her master’s of art degree from the University of Phoenix. She is a project manager with the Virginia Health Quality Center in Richmond. Mr. Frankart is a certified jail officer and is employed with the Central Virginia Regional Jail in Orange County.

A November 12, 2005 wedding is planned in Suffolk.
