What is this stuff?

There’s a picture attached with this post. Will someone please tell me what this stuff is?

This photo was taken of one of the mulch beds beside the News-Herald office.

I first encountered it three years ago at my home when I noticed a big spot of bright, yellow scum on the mulch. I thought our dog had consumed one of those poisonous toads and regurgitated it. I removed it with a shovel but it kept coming back.

I became convinced it was alien in origin because I’ve never encountered it my 44 years, not in West Virginia, not in Georgia, not in Alabama, not in Arkansas, not in Hopewell, Va.

When I began spotting it elsewhere around Suffolk, I assumed it was some fungus that attacks mulch, perhaps only in Suffolk, but I don’t know. It starts out bright yellow but turns this uckie color eventually.

I hate to use this space and your valuable time for something so inane, but it’s driving me nuts.

Wisdom Appreciated helped educate me yesterday about Taluvia, which I appreciate by the way. I just have to know what this is and if there’s a way to prevent it. I promise something a little more substantial with the next post. Thanks.
